William A. Ottinger went to be with the Lord on July 31, 2017.
Bill was born in Red Bank, NJ on April 3, 1933. After attending public schools in Red Bank, he attended Drew University in Madison, NJ, where he played varsity basketball and baseball.
Bill joined the Army, went to Officer Candidate School, and was commissioned an Infantry Officer.
After four and a half years in the Army, he was discharged as a 1st Lieutenant, and came to Florida, to attend Stetson University College of Law, in St. Petersburg, graduating in 1962.
Bill moved to West Volusia County in 1963 where he practiced law. He was appointed Judge of Industrial Claims (Workers Compensation), by then Governor Claude Kirk, in 1968, and served a four-year term.
In 1972, Bill joined Landis, Graham, and French, to establish their Deltona Office, where he served as resident partner until 2010.
He served as the last city judge in Deland, and probably the only City Judge in the history of Orange City, in the mid-1970s, until the Florida constitution abolished municipal courts.
Bill was a member of the Florida Bar, the Volusia County Bar Association (recognized for 50 years of service), and the American Bar Association. He was admitted to practice law in all of the state and federal courts, including the US Supreme Court.
Over the years, Bill was active in many civic, fraternal, charitable, and service organizations.
He was a town councilman for the City of Orange City; a former member and past president of the Orange City Lions Club; past President of the West Volusia Men's Republican Club; a charter officer and director of the West Volusia YMCA; member and past Exalted Ruler of the Deland Elks Lodge; and in 1968, he was awarded the Distinguished Service Award by the Deland Jaycees.
Since moving to Deltona, he was a charter member and officer of the Deltona Area Chamber of Commerce, after previously serving as president of the Greater Orange City Area Chamber of Commerce.
Bill was a member, and past president of the Debary-Deltona Rotary Club, where he was a Paul Harris Fellow.
He has served on several school advisory boards, and several Volusia County School Board committees. Bill was quite active in the First United Methodist Church, Deltona, where he served as Sunday School Superintendent, Chairman of the Administrative Board, Chairman of the Pastor-Parish Relations Committee, and on several other boards or committees.
Bill was a former member of the Deland Country Club and Deltona Hills Country Club where he enjoyed playing tennis and golf. Bill was an avid fly fisherman, with a passion for literally traveling around the world, fly-fishing for bonefish. He was also an avid, and longtime, Stetson baseball and basketball fan, dating back to the early 1970s.
Bill enjoyed snow skiing after learning to ski while being stationed in Alaska while in the army. Bill could often be spotted spending time on Lake McGarity, where he lived for about 30 years, tooling around on his Sea-Doo.
After Bill's retirement in 2010, he and his wife, Ginger, of 42 years, moved to Jacksonville and have attended Mandarin Presbyterian Church. Bill enjoyed spending time with his children and grandchildren. Bill is survived by his wife, Ginger; daughters, Mindy Steinard (Scott), Allison Walter (Joe); grandchildren, Steven Steinard, Adley Walter, Barrett Walter, and Amelia Walter; sister, Nancy Angeles; mother-in-law, Ann Penny Beck; brother-in-law Jerry Penny (Joanne); sister-in-law Marylyn Dance (John); brother-in-law Chris Penny (Donna); and lots of nieces and nephews. He was predeceased by his parents, Edward and Frances Ottinger; father-in-law, Gerald Penny; brother, Edward Ottinger; sisters-in-law, JoAnn Valenti, Carol Smith.
A memorial service was held on Saturday, August 12 at 11 am at Mandarin Presbyterian Church (904-680-9944), 11844 Mandarin Road in Jacksonville. In lieu of flowers, donations can be made to Community Hospice and Palliative Care at 4266 Sunbeam Rd., Jacksonville, FL 32257, attn.: Community Hospice Foundation.
